Section 14.01 Statement of Purpose
The Local Business District is intended to be that district permitting retail business and service uses which are needed to provide for the day-to-day needs of the nearby residential areas The specific intent of the Local Business District is:
To encourage the concentration of local business uses in certain strategic locations to the mutual advantage of both the consumers and merchants and to avoid the continuance of marginal strip business development along major streets.
To prohibit uses that would create hazards, offensive and loud noises, dust, dirt, smoke, odor, glare, vibrations or excessive truck traffic.
Section 14.02 Permitted Principal Uses
The following uses are permitted in the LB District:
A. Any use permitted in the LB, Local Business District
B. Bake shops
C. Barber and beauty shops.
D. Pet grooming (but not overnight care).
E. Custom dressmaking, millinery and tailoring.
F. Laundromats and laundry and dry cleaning establishments for parcel pick-up only (no drive-thru service).
G. Retail shops and stores for the sale of art supplies, beverages including liquor outlets, confections, delicatessens, drugs, dry goods, flowers, food stuffs, including meats, gifts, hardware, small household appliances, jewelry, leather goods, music, notions, paints, periodicals, radio, television and the like, sewing machines for household use only, sporting goods, stamps or coins, stationery, sundry small household articles, tobacco, or wearing apparel.
H. Nursery schools, day nurseries and child care centers;
I. Studios for instruction in music and dance.
J. Restaurants without alcohol or drive-through window service.
Section 14.03 Permitted Uses Subject To Special Conditions
Other uses which, in the opinion of the Planning Commission after findings of fact, are similar to the above uses and will be equally compatible with nearby residential areas.
Section 14.04 Special Land Uses
The following uses may be permitted by the Planning Commission, subject to a review of the site plan and a public hearing being held to provide for comment from neighboring property owners and occupants.
A. Bed and breakfast homes and inns (Section 25.10)
B. Local utility structures (Section 25.28)
C. Wireless Communication antennas (Section 25.54)
A. Accessory buildings, structures and uses customarily incidental to any of the above uses when located on the same premises.
B. Signs in accordance with Section 4.28.
Section 14.06 Density, Area, Height, Bulk and Placement
Requirements.
In accordance with the attached Schedule of Regulations, Article 6.
Section 14.07 Development Regulations
All Local Business District developments shall be reviewed in accordance with Section 4.52 – Site Plan Review and Approval.
