Article 20. LM, LIGHT MANUFACTURING DISTRICT


Section 20.01 Statement of Purpose

The LM, Light Manufacturing District is established as a district in which the principal uses allowed are light manufacturing, fabrication, processing, wholesale activities or warehousing activities. The intent of this article is to control nuisance effects of warehousing, wholesale activities, open storage, and light industry such as smoke, noise, odor, dust, dirt, glare, vibrations, and other adverse effects so that such uses could be compatible with other nearby land uses such as commercial or residential. The light manufacturing district encourages uses to locate on major highways so that traffic generated by these uses would not utilize local residential streets.

In LM Light Manufacturing Districts principal permitted uses are those which are characterized by less intensive activities of a smaller size and scale than typically found in heavy industrial, general manufacturing areas. Light industrial uses are anticipated to locate in industrial park types of settings where uses are conducted within totally enclosed buildings with little or no outside activities permitted. Typical light manufacturing activities concentrate upon production and processing activities together with related technical, design and administrative functions. Activities which involve large volumes of truck traffic are not light manufacturing activities.


Section 20.02 Permitted Principal Uses

The following uses are permitted in the LM Districts:

A. Any use whose principal function is basic research, design and pilot or experimental product development.

B. Typical production activities such as the assembly and/or processing of articles from previously prepared materials and/or limited prototype activities which do not conflict with the basic intent of the district. Fabrication is limited to light metals and materials only. Typical types of uses which may be permitted are as follows:

1. Tool, die, gauge and machine shops manufacturing small parts.

2. Plastic molding and extrusion uses.

3. Printing, engraving and binding shops.

4. Manufacture of small toys, novelties, metal or rubber stamps or other small molded products.

5. Manufacture, assemble and/or repair of small appliances, electronic instruments and devices.

6. Experimental or testing laboratories.

7. Manufacture and repair of: signs, light sheet metal products, windows and doors.

8. Office and work shop of electricians, plumbers, and other contractors.

9. Mini or self-storage warehouses.

10. Food processing facilities, catering service kitchen, and similar uses.

C. Trade or industrial schools offering instruction involving other permitted light industrial activities.

D. Office and/or laboratory functions related to manufacturing, distribution, technical and developmental services.

E. Landscape contractors, building contractors, plumbing contractors and similar uses.

F. Crematoriums

G. Accessory structures and uses incidental in size and function to any of the above permitted uses.

H. Local utility structures, such as electric transformer stations and substations, gas regulator stations, sewer lift stations, water wells, and the like.


Section 20.03 Permitted Uses Subject To Special Conditions

Other uses which, in the opinion of the Planning Commission after findings of fact, are similar to the above uses and will be equally compatible with nearby uses and residential areas.


Section 20.04 Special Land Uses

The following uses may be permitted by the Planning Commission, subject to a review of the site plan and a public hearing being held to provide for comment from neighboring property owners and occupants.

A. Outdoor storage of pallets, containers, materials, or products incidental to the principal permitted use. (Section 25.39)

B. Metal buffing and polishing (Section 25.31)

C. Local utility structures (Section 25.28)

D. Outdoor storage of fleet vehicles (Section 25.37)

E. Automobile facilities for heavy repairs (Section 25.06)

F. Wireless communication antennas and Towers. (Section 25.54)

G. Heating and electric power plants, public utility service and storage yards, water treatment and sewage disposal facilities (Section 25.23)

H. Junk yards (Section 25.27)

I. Saw and planing mills. (Section 25.46)

J. Waste disposal transfer station (Section 25.52)

K. Group adult or child care centers, including nursery school (Section 25.21)

L. Indoor recreation including bowling alleys, dance halls, health clubs, racquet sports centers, ice arenas and similar facilities (Section 25.25)

M. Animal care facilities (Section 25.04)

N. Archery ranges (Section 25.38)

O. Utility transmission structures (Section 25.48)

P. Washing facilities for large vehicles (Section 25.50)

Q. Other uses similar to the above uses, as determined by the Planning Commission after findings of fact, subject to the specific standards identified by the Planning Commission from those found in Article 25.


Section 20.05 Accessory Uses

A. Accessory buildings and uses that are customarily incidental to any of the permitted principal uses when located on the same premises.

B. Signs in accordance with Section 4.28.


Section 20.06 Density, Area, Height, Bulk and Placement Requirements

In accordance with the attached Schedule of Regulations, Article 6.


Section 20.07 Development Regulations

All Light Manufacturing District developments shall be reviewed in accordance with Section 4.52 – Site Plan Review and Approval.
