Section 22.01 Statement Purpose
The Research Office Park District is so designed as to provide a community of research facilities and to exclude therefrom such incongruous uses as residential, business and heavy industrial. The ROP, Research Office Park District, is designed to ensure the compatibility between the research operations therein and the existing activities and character of the community in which the park is located. The ROP, Research Office Park Districts, are further intended to be so located as to provide direct access onto an existing or proposed major arterial (an arterial of one hundred twenty (120) feet of right of way or greater).
Section 22.02 Permitted Principal Uses
The following uses are permitted in the ROP Districts:
A. Any use charged with the principal function of basic research, design and pilot or experimental product development.
B. Any use charged with principal function of technical training.
C. Any use as permitted in the NB-O District as a Principal Use
D. Corporate, business, design, engineering, and sales offices associates with permitted research and product development uses.
E. Technical training schools and institutions of higher learning.
F. Computer programming, servicing, and data processing and other computer related services.
C. Local utility structures, such as electric transformer stations and substations, gas regulator stations, sewer lift stations, water wells, and the like.
Section 22.03 Permitted Uses Subject To Special Conditions
A. Other uses which, in the opinion of the Planning Commission after findings of fact, are similar to the above uses and will be equally compatible with nearby residential areas.
B. Banks, credit unions, savings and loan associations when necessary to serve the employees of the ROP District.
Section 22.04 Special Land Uses
The following uses may be permitted by the Planning Commission, subject to a review of the site plan and a public hearing being held to provide for comment from neighboring property owners and occupants.
A. Wireless communication antennas (Section 25.54)
B. Group adult or child care center, including nursery school (Section 25.21)
A. Accessory buildings, structures and uses customarily incidental to any of the above uses when located on the same premises.
B. Signs in accordance with Section 4.28.
Section 22.06 Density, Area, Height, Bulk and Placement
Requirements
In accordance with the attached Schedule of Regulations, Article 6.
Section 22.07 Site Plan Review
In a ROP, Research Office Park District, no building or land, except as otherwise provided in this Ordinance, shall be erected or used except for one (1) or more of the preceding specified purposes and shall be permitted subject to the review and approval of the site plan by the Township. In their review, the Township shall consider the following factors:
A. The relationship of the proposed development to the Master Plan.
B. That all development features including principal buildings and any accessory buildings, open spaces, service roads, driveways and parking areas are located so as to minimize the possibility of any adverse effects upon adjacent properties and so as to relate properly to traffic safety.
C. The site plan shall conform to all provisions of Section 4.52 – Site Plan Review and Approval.
